2021 Medical Liberty Actions
SB74- Hoosiers for Medical Liberty, Indiana for Medical Freedom, and Indiana Health Choice Coalition joined together bringing the idea for this bill to Senator Kruse. This bill would have protected Hoosiers employees right to decline a vaccination based on religion or rights of conscience. Unfortunately this bill was killed in committee.
HB1229- This bill would have changed current code and added another month to the required time frame for administration of the flu vaccine in the hospital. It would have also required hospitals to track employees who declined the flu vaccine. Hoosiers for Medical Liberty worked with Representative Curt Nisly filing amendments to expand flu vaccination exemptions to all employees along with another that would have provided exemptions for all vaccinations. After filing the amendments the bill was not called up for another reading and died on the house floor.
SB47- This bill would have added COVID-19 vaccinations to the list of vaccines that pharmacists are allowed to administer. Hoosiers for Medical Liberty worked with Representatives John Jacob & Curt Nisly filing amendments improving informed consent and another that would prevent registry and unauthorized released of information. After the filing of the amendments the bill was not called up for another reading and died on the house floor.
SB1- This bill provides blanket COVID immunity through various avenues in Indiana. Hoosiers for Medical Liberty worked with Representative Curt Nisly to put forth an amendment that would remove immunity from employers who discriminate against their employees in regards to COVID-19 vaccination status. This amendment went to the floor, unfortunately with the roll call vote only Representatives Borders, Jacob, and Nisly voted in it's favor.
SB5 – This bill dealt with public health emergencies and local health departments. Hoosiers for Medical Liberty worked with Representative John Jacob who filed an amendment that would have prevented vaccine passports. Rep. Jacob brought the amendment to the floor and it was ruled out of order. Being ruled out of order means that the amendment was not pertinent to the bill.
SB232- This bill added COVID-19 to the list of "Exposure Risk Diseases" that First responders would receive death and disability benefits if incurring covid in the line of duty that results in death or disability. Current code lists other illnesses but also includes a stipulation of having received an available vaccination or treatment. Hoosiers for Medical Liberty teamed up with both Representative Curt Nisly and John Jacob. Several amendments were filed to ensure if first responders objected on religious, conscience or due to Emergency use authorization that the individual would still be eligible for benefits. Hoosiers for Medical Liberty also collaborated with Hamilton County Fire Fighters union to inform them of the potential implications. Ultimately, an amendment was presented and passed the house removing the entire portion of code that would require a preventative treatment or vaccination. Unfortunately when the bill went to conference committee the amendment was stripped, leaving responders who decline the experimental vaccination without benefits. We were very disappointed that the House Sponsor, Chris Judy, did not make any attempt to push forward with the amendment while in conference committee.
SB197 This bill dealt with various criminal penalties, again Hoosiers for Medical Liberty worked with Representative John Jacob to bring forward an amendment that would have prohibited immune passports, not only for vaccination status but related to invasive testing. Despite several opportunities for the bill to be heard the house floor the author "passed" and the amendment died with the bill on the house floor.
SB325 - This bill dealt with various hospital matters. Hoosiers for Medical Liberty worked with Representative Curt Nisly & John Jacob on several amendments that would have prohibited immune passports, not only for vaccination status but related to invasive testing. There were two amendments heard regarding vaccine passports and they both were ruled out of order and not voted on.
HB1405 - A last minute addition to this bill in conference committee resulted in a WEAK policy protecting Hoosiers from government instituted vaccine passports.
