Only 3 bills are scheduled. HB1196 is NOT one of them. If he truly supports the right to refuse, HB1196 would already be on the agenda. There is no excuse. No other committees. Great news Hoosiers! Bruce Borders’ (HD45, R- Greene, Knox, Daviess, & Vigo) HB 1196, containing our Right to Refuse language, received a new co-author last week, and this may be a sign of forward movement for the bill. The bad news is, I suspect that the co-signer is using this bill as a means of POLITICAL IMMUNIZATION. You see, Representative Heath VanNatter (HD 38 Carroll, Tipton, and portions of Cass, Clinton, Howard, and Tippecanoe) Is the chair of the committee HB1196 is in. VanNatter holds the power to hear and pass 1196 AS IT IS WRITTEN this Wednesday. But... Medical liberty will not move without YOU. Hoosiers we must take action now and ensure that VanNatter is not simply seeking political immunization. Why would he be attempting political immunization? To protect him from a primary challenger in May. Sources close to the issue have told us that VanNatter has a serious Republican challenger [more on this later] and has been attempting to appear as though he has “turned over a new leaf” and “supports the people” rather than big industry and high-dollar lobbyists. We must send a clear and distinct message. This will only take 2-3 minutes and must be done today!

First, some great news: I am incredibly excited to see Right to Refuse language (HB 1196) filed once again by Representative Bruce Borders (R- Greene & Sullivan Counties with portions of Daviess, Knox & Vigo). The Right to Refuse language is exactly the same as last year's, and I am glad to see it again. Be sure to call Rep Borders to express your gratitude for filing HB1196! Now for the tricky part of this year’s proposed legislation. Senator Tyler Johnson has filed a bill based largely on Bodily Integrity concept I suggested to him last year. Frankly, much of the Bodily Integrity bill language is beautiful. Senator Johnson has even added a few excellent provisions I didn’t even ask for, and it felt too good to be true. But H4ML members expect our team briefings to be thorough, so I kept reading. Sadly, I was right. It was too good to be true. I found the poison pill just over halfway through the bill, in the form of language to authorize School-Based Health Centers (SBHC). You worked hard to kill similar dangerous language in 2023 and 2024. By his own admission, Former Senator Zay filed this language several years in a row to “bring down Medicaid Dollars” with the intent of “increasing teacher pay,” NOT to prioritize our children’s health. Let's be real, the motive to increase profits is rarely tied to improved health outcomes. Even worse, schools are struggling to provide basic education. They shouldn’t be taking on additional responsibilities when they fail to adequately complete their primary function. And then there is the threat to parental rights and informed consent that will come with medical care being given to minors in a health clinic on school property. Some may argue the bill includes “guardrails” to protect parental rights and informed consent. However, these SAME guardrails were nearly removed as the language moved through the Senate in 2024. Nurses testified about the unrealistic nature of parental presence, and Zay himself admitted that removing “guardrails” was a possibility to keep the bill alive. So why would Senator Johnson take the time to write a big beautiful Bodily Integrity bill only to add a poison pill of SBHC? Based on the way Johnson has acted in the past, I can’t help but think that he is getting bad advice from establishment Republicans like Senate Pro Temp Rod Bray, Sen. Ed Charbonneau, and the others who do the bidding of the teachers' unions and medical industrial complex. But that isn’t even the worst news. I also suspect those who are pressuring Senator Johnson to include SBHC language have NO intention of seeing the Bodily Integrity language move forward. They hope that YOU will be so dazzled by all the Bodily Integrity provisions that you will sacrifice our school students to allow the bill to move forward, allowing them to later strip out the Bodily Integrity provisions. Our message is clear: we fully support Bodily Integrity. But we will NOT sell out our children in order to get Bodily Integrity language. Make 2 calls today: Senator Tyler Johnson 317-232-9466 Tell him: ”Stand strong on Bodily Integrity in SB174; Resist pressure from the teacher unions, the medical interest lobbies, and the squishy senators; and Ban student health clinics on school property.” **After your call, please let us know what the LA is saying. Hoosiers deserve the right to refuse.” Remember, we win victories for medical liberty and we kill bad legislation by standing STRONG on our principles, not by cutting deals that sell out school children.
