    Dear Sir/Madam: 
    As a citizen of Hamilton County, I ask for an ordinance preventing Vaccine Passports, including proof of vaccination or invasive testing, in our area.

    I am deeply concerned that vaccine passports will dramatically reduce the freedom of movement in society; create a two-tiered system of the “haves” and “have-nots”; and coerce people into medical decisions that should remain between them, their family, and their doctors. A passport of this nature is a one-sided demand that we surrender our bodily autonomy or live as second-class citizens under guidelines unelected individuals deem best for us! This is un-American and a violation of our historic freedoms. Vaccine passports are spreading globally, and we do not want them here in Hamilton County. The way to ensure Elkhart County Residents are protected is to pass an ordinance preventing Vaccine Passports now.

    I ask you to sponsor and pass a "No Vaccine Passport" ordinance in our county.  Resolutions are only statements. They signal the thoughts and beliefs of our officials; however, they do not provide legal protection for citizens. An ordinance will provide the legal protection we, your constituents, deserve.

    Our state’s vaccine passport law does not extend outside of state or local governments, so action must be taken so that Hamilton County residents are not discriminated against based on their vaccination status. We deserve an ordinance that prevents any type of discrimination or segregation based on vaccine or immunity status. Individuals who make an informed decision to decline a particular vaccine or vaccines will have an extra layer of protection ensuring they will get or keep their jobs, health or life insurance policies, access to government and private services, and more.

    We need local action on this because our legislature failed to govern the issue. If counties across Indiana fail to speak out, Representatives and Policy Heads at our state level may not understand the importance of better protecting us against coerced medical procedures in Indiana. We need you to pass an ordinance now before it’s too late. You are our last line of defense.

August 3th, City Council Meeting

Here is an update from one of the concerned Citizens following the issue:
"In a phone call with the city of Carmel’s Human Resources Department on August 2, 2021, an employee confirmed that the city had already instituted an employment policy that new employees would be required to obtain the vaccine for COVID-19 in order to qualify for hiring. When asked why the public was not informed when an experimental vaccine was mandated for government employees, she advised that it was simply a “new employment policy,” which doesn’t necessitate a website update or public notification.

At the Carmel City Council meeting that same evening, six citizens eloquently expressed their concerns to the council regarding Mayor Brainard unilateral implementation of this policy without consultation from the council. Points highlighted included the prohibition of immunization passports by a local government unit in HB 1405, potential for lawsuits, side effects of the vaccine, and the negative effect on the city’s workforce. Each individual called on the council to take action.

After the public comment concluded, the council provided absolutely no feedback, they did not ask a single question, and quickly moved to the next agenda item. While ignoring the elephant, and 20 citizens, the council ensured adequate time was devoted to matters extremely important to the effective management of a city and a large workforce. Including a roughly 5-minute conversation about dead grass in midtown and whether pickleball courts would require reservations.
